What's the difference between a PPO and an HMO in Florida?
An HMO usually covers care only from doctors who work for or contract with the plan, and generally won't pay for out-of-network care except in an emergency. A PPO charges you less when you use its network but still covers out-of-network care, at a higher cost. HMOs usually cost less each month. Why the PPO vs HMO choice causes trouble in Florida
- Your doctor isn't in the new plan's network, and you find out at check-in.
- You wait weeks for a referral before you can see a specialist.
- You work across state lines, driving a truck or taking travel nursing contracts.
- Your insurer is leaving Florida's Marketplace for 2027, so you have to switch anyway.
- Your son or daughter is at college in another state.
- The online directory says 'in network', but the front desk says otherwise.
How Emily helps you choose a network
- Your doctors checked first. Send your list of doctors, hospitals and prescriptions; Emily checks them against each plan before you apply.
- Plan types in plain words. What HMO, EPO and PPO mean for your doctors, your referrals and your bills.
- Private PPO plans for healthy people. Many include national networks. How private plans work.
- An honest call on HMOs. Emily doesn't sell ACA plans. If an HMO on HealthCare.gov suits you better, because your care is all local or you have a health condition, she'll tell you.
- Health questions flagged early. Private PPO plans ask about your health, so you'll know what to expect.
- For you and your parents. Every option explained in English or Spanish.

How do HMOs, EPOs and PPOs work?
An HMO, or health maintenance organization, "usually limits coverage to care from doctors who work for or contract with the HMO." It generally won't cover out-of-network care except in an emergency, and it may require you to live or work in its service area. Source: HealthCare.gov Many HMOs also ask you to choose a primary care doctor who refers you to specialists.
A PPO, or preferred provider organization, works the other way around. You pay less when you use doctors in the plan's network, but you can still see doctors outside it for an additional cost. Source: HealthCare.gov
You'll also see EPOs. An EPO covers services only when you use doctors, specialists and hospitals in its network, except in an emergency, much like an HMO. Source: HealthCare.gov
Whatever the label, the plan's Summary of Benefits is where the rules are written down. Read the referral and out-of-network lines before you choose.
When is a PPO worth paying for in Florida?
PPO premiums are usually higher, so the question is what you get for the extra. A PPO tends to pay off when:
- You drive interstate or take travel contracts. See truck drivers and travel nurses.
- You see specialists regularly and don't want to wait on referrals.
- Your family is spread out: a student at college elsewhere, or months spent out of state.
- You have doctors you won't give up and they aren't in the HMO's network.
An HMO is often enough if all your care is local, your doctors are already in its network and you rarely need a specialist. For price context, Florida's average benchmark silver Marketplace plan cost $683 a month for a 40-year-old in 2026, before subsidies. How do you keep your doctor when you switch plans?
This matters more than usual for 2027. Cigna, Molina and Sunshine State Health Plan are leaving Florida's individual market, so many people will have to pick a new plan and re-check their doctors. Source: ACASignups Use this checklist before you enroll:
- List every doctor, specialist, hospital and pharmacy you use, with each doctor's NPI number if you have it.
- Call each office and give the exact plan name, not just the insurer. Offices accept plans one by one.
- Look up the same exact plan in the insurer's online directory.
- Check the hospital and lab you'd use, not only the doctor.
- Write down who you spoke to and when. If a claim is questioned later, that note helps.
Emily works through the first four steps with you before you apply for a private PPO.
